Many residents did not want a cell tower to be built along the parkway, but businesses in the area complained that the dead zone was hindering their ability do business. Some 35,000 commuters are also effected, the Poughkeepsie Journal said.

A federal court of Appeals ruled that a tower should be installed and that the town will have to approve plans for the tower's construction, the Poughkeepsie Journal reported.
